The Fannin County Soil and Water Conservation District was organized on June 29, 1940 as a legal subdivision of the Texas State government. The district is governed by a five member board of directors, who are landowners in Fannin County. The county is divided into 5 zones with one director elected from each zone. They are elected by the landowners of Fannin County and serve a four year term. The board meets on the third Tuesday of each month at 8:30 a.m. at 200 East First Street, Bonham, TX.
The district under state law does not have the power to levy taxes. The district is supported by funds raised through various fundraising projects and with local donations and grants. A portion of these funds are then matched by the State. The USDA-NRCS provides technical assistance to the district and landowners of Fannin County to help solve resource management problems. Information and assistance with soils, agronomy, forestry, plant science, biology, engineering and wetland development are just a few of the services that are provided.

T. “Dub” Crumley, Chairman of the Texas State Soil and Water Conservation Board, presents the Directors of the Fannin Soil and Water Conservation District with the State Outstanding District plaque. Out of 216 districts in the state, the Fannin SWCD was honored as the most outstanding district of the state for 2003. FANNIN COUNTY SWCD RECEIVES AWARD The Fannin Soil and Water Conservation District #520 was honored as the 2003 State Outstanding Conservation District Winner at the 63rd Annual State Meeting of Texas Soil and Water Conservation District Directors that was held in October in El Paso. C. W. Jones, Billy Partridge, Leon Bowman, Roger Dawdy and David Keene, District Directors was able to attend the meeting to accept the award. Others attending from the Fannin Soil and Water Conservation District were Johnnie Kay, District Atrazine Technician and Randy Moore, District Conservationist with the USDA-NRCS office. Chloe Jones, Peggy Partridge, Claudia Dawdy and Judy Keene, wives of the District Directors. Approximately 650 resource conservationists and their guest attended the meeting.
